On September 21, 1989, Hurricane Hugo made a devastating visit to the Lowcounty. Those of you who were here remember this all too well, and those of you arriving since that time are aware of the serious nature of the storms.
ECCO was founded in the immediate aftermath of Hugo as a part of efforts to help individuals and families displaced by the storm. ECCO quickly discovered a much greater and longstanding subculture of poverty, tumbledown homes, lack of access to basic healthcare, transportation, and other chronic conditions ... people struggling to make ends meet in the midst of a growing and prospering community.
